Move quantity discounts to a drop down

Allows the admin to decide to show the quantity discounts pricing as a drop down with set qty values and their applicable discounts as the drop down options. This removes the type-in quantity box on products with this setting. See www.weddingpaperdivas.com for an example of this functionality (NOTE: this is not a Product Cart site nor is it a site that we worked on - it is just an example).
